Landmark report opens gateway to a more dynamic and inclusive innovation system, says CHASS
The Council for the Humanities, Arts and Social Sciences (CHASS) welcomes the release of the report of the Review of the National Innovation System, venturousaustralia. The Cutler report provides recommendations that highlight the importance of innovation for Australia's economic, social and cultural prosperity.
"It is a landmark in Australia's understanding of innovation," said Professor Stuart Cunningham, President of CHASS. "It shows how far we have travelled in the last decade from a very narrow, 'first generation' model of the innovation process to a contemporary take on the complex 'ecologies' which underpin our innovation performance."
"The report embodies an inclusive, collaborative approach, with integrated input from the sciences and from the humanities, arts and social sciences (HASS) to maximise Australia's innovation potential."
The report's emphasis on increased public investment in human capital and research reflects a crucial step towards strengthening Australia's innovation capabilities. CHASS is particularly gratified with recommendations to increase the amount and length of the Australian Postgraduate Award stipend and to create an innovation council to replace the Prime Minister's Science, Engineering and Innovation Council.
CHASS also welcomes the acknowledgement of the value to research and innovation of cultural agencies and institutions responsible for information repositories, physical collections or creative content.
"Recognition of the valuable resources available in our national collections opens fresh paths of study for researchers in all fields," said Professor Cunningham. "Funding models and institutional mandates recognising this value will assist in strengthening scientific, historical and creative knowledge and awareness."
CHASS believes the recommendation to use the results of the Excellence in Research for Australia (ERA) initiative in funding and postgraduate scheme allocations needs to be considered once ERA has been substantially road tested.
"The challenge is now for those in the contributing disciplines, and in business, arts and the community, to ensure that the opportunities that have been opened up by the Cutler report are grasped for the benefit of a venturous Australia."
